• For this particular type of investment (roof insulation), only one APPLICATION can be submitted by each eligible individual and/or for each residence and/or for each system. Consequently, applicants of CATEGORY B2 do not have the option to submit another application, either for CATEGORY B2 or for CATEGORY B1 of the same Grant Scheme.
• A "vulnerable household" is considered a residence that serves as the primary and permanent place of residence for a "vulnerable electricity consumer". It is understood that each "vulnerable electricity consumer" can be declared/connected to/with only one residence/vulnerable household.
• Approval for inclusion in CATEGORY B2 cannot be granted if, for the same vulnerable electricity consumer, increased funding for the installation of roof thermal insulation has already been granted within the last ten (10) years, as part of previous or other Grant Schemes either of the RES and ES Fund or the Ministry of Energy, Commerce and Industry, targeting residences where vulnerable electricity consumers reside. The period of ten (10) years is calculated from the date of payment of the first grant.
• Installations in premises that are not legally used as residences (e.g. auxiliary spaces) are not subsidized.
• Houses must not be rented by a legal entity and must not be used within the context of any economic activity for a period of at least five (5) years from the date of application submission. It is clarified that houses rented from natural persons to natural persons are eligible.
• After the implementation of the investment, the average thermal transmittance (U-value) of the roof must not exceed 0.4 W/m²K. 
• Verification of achievement of a thermal transmittance (U-value) below 0,4 W/m²K is done by examining the following:
  1. the Calculation Sheet of the average coefficient of thermal transmittance which is signed either by a Class A Energy Auditor or by a Qualified Expert and is submitted  at the time of submission of the Application. 
  2. the data provided by the installer in the Investment Implementation Update.
  3. the content of the Invoices related to the investment.
  4. any other information submitted on a case-by-case basis during the assessment of the Application.

• Each APPLICATION should correspond to a single residence and relate to the roof that forms part of the shell of the dwelling in question (i.e. the roof immediately above the residence). In the case of apartment buildings, each individual apartment shall be considered as a single residence.

• Indicative average processing time of applications: 2-3 months. This information is non-binding and based on current data, provided that the Application submitted is complete and no issues/deficiencies have been identified.

Please note that in order to submit an APPLICATION you must create an account in the system (if you do not already have one).  

During the submission of the APPLICATION, you will be asked to attach the following documents in electronic format (scan):

1. A recent electricity bill for the residence indicating the tariff and the Premise ID number. zThe bill does not have to be in the applicant's name.
2. A STATEMENT from the electricity provider (EAC), stating the date of first connection of the residence to the grid (see here how you can download the STATEMENT online).
3. One of the following official documents of the residence: TITLE DEED or BUILDING PERMIT or TOWN PLANNING PERMIT
4. The Calculation Sheet  of the average coefficient of thermal transmittance (U) of the dwelling’s roof, signed either by a Class A Energy Auditor  or by a Qualified Expert. The Calculation Sheet is prepared before the realisation of the thermal insulation works of the roof in order to determine the technical characteristics of the works that must be done in order to achieve for this roof the average thermal transmittance (U-value) required by the Scheme (below 0,4 W/m²K)
5. Copy of  a bank account statement or certification from the Bank, showing the IBAN number of the account in which the grant will be deposited in case of successful implementation.
   • It is necessary to state a bank account held solely or jointly by the Applicant
   • In case the Applicant chooses for the grant to be paid to the PARTICIPATING SUPPLIER, the above-mentioned bank account will not be used.

IN THE EVENT WHERE THE APPLICANT IS A DIFFERENT PERSON from the vulnerable electricity consumer, it will be additionally required to submit:

1. The identification document of the vulnerable electricity consumer, who permanently resides in the household for which the APPLICATION is submitted

The Investment Implementation Update is made directly by the PARTICIPATING TRADERS through the electronic system, no later than ten (10) working days from the day of completion of all the roof insulation works. 

During the INVESTMENT IMPLEMENTATION UPDATE, PARTICIPATING TRADERS must attach the following in electronic format (scan) :

1. Detailed Invoices regarding the investment, in the name of the applicant.
   • The name of the individual to whom the invoice(s) will be issued must be the same as the Applicant's name (without reference to any other name). If the invoices have been issued in a different name from that of the Applicant, a relevant certificate must be additionally submitted, completed by both the person in whose name the invoices were issued and the Applicant.
   • The Ιnvoice(s) should contain a sufficient/detailed description and quantity of the goods/services provided.  
2. Photos of the performed thermal insulation works and the surrounding area where the cladding has been done.

In cases where the grant amount will be paid to the PARTICIPATING SUPPLIER for the purpose of investment repayment, the following will need to  be additionally submitted:

1. A standardized authorization form signed by the Applicant to authorize the grant payment to be paid the PARTICIPATING SUPPLIER.

The PARTICIPATING SUPPLIERS must possess the original signed authorization form and present it to the Committee if requested.

• The Calculation Sheet of the average coefficient of thermal transmittance (U) of the roof to be insulated, signed either by a Class A Energy Auditor  or by a Qualified Expert.

• Declaration for Invoices not issued in the name of the applicant [GR] - submitted only in cases where an invoice has been issued in a name different from that of the applicant (or to any name other than the applicant's).
• Authorization form signed by the Applicant (GR) authorizing for the grant to be paid to the PARTICIPATING TRADER (submitted if applicable).

1. I need help with the submission of my APPLICATION. Who can assist me?

Among the obligations undertaken by PARTICIPATING TRADERS, as a prerequisite for their participation in the Grant Scheme, is to adequately be informed about the provisions of the Grant Scheme and to appropriately inform and guide interested Applicants and, in addition, where necessary, to provide support to Applicants for the electronic submission of their APPLICATION.

2. Who can submit an APPLICATION for CATEGORY Β2?

Natural Persons intending to invest in the installation of roof thermal insulation in their residence according to the Scheme's provisions are eligible to apply. For CATEGORY B2 of the Grant Scheme,  the Applicant is NOT required to be the owner of the house or have the electricity bill issued in his/her name. Each beneficiary can submit only one application.

Applications for CATEGORY B2 are submitted by "vulnerable households," meaning residences used as the primary and permanent residence by a "vulnerable electricity consumer".

3. Where can I find a Class A Energy Auditor or a Qualified Expert to fill in the Calculation Sheet of the average coefficient of thermal transmittance (U)?

You can access the Registry of Energy Auditors and Qualified Experts through the website of the Energy Service.

4. Can I start the implementation of the investment and then submit an APPLICATION?

NO. For CATEGORY B2 the APPLICATION must be submitted BEFORE the start of the investment implementation works/procedures.

For CATEGORY B2, commencing the investment implementation before the issuance of PRE APPROVAL status constitutes a grounds for immediate rejection of the APPLICATION.

5. The Invoices are not issued in my name. What can I do?

The name on the invoices must be the same as the name of the applicant (without mention of any other name). If the invoices are issued in a different name from that of the applicant or if, any other name is stated together with the applicant's name, a relevant certificate/declaration must be submitted, completed by both the person to whom the invoices were issued and the applicant

6. I don't have a bank account in my name. Can the grant for my application be deposited into a relative's account?

No. The grant can only be deposited in a bank account  which the applicant must be a beneficiary or co-beneficiary.

7. Can I receive a grant for a house that I am renting?

Yes, as long as the residence is rented from one natural person to another. If the residence is rented from a legal entity (e.g. a company), it is not eligible for the grant. According to the provisions of the Scheme, "residences must not be rented from a legal entity and must not be used for economic activities for a period of at least five (5) years from the date of submission of the application".

8. Can I receive a grant for an investment in my shop/auxiliary building?

No. The property where the investment will take place must be legally used as a residence, and the electricity bill of the property must show a Residential Tariff. Installations in properties that are not legally used as residences (e.g., auxiliary spaces/shops/businesses) are not subsidized.

9. Can I receive a grant for both my residence and my vacation home?

Both the primary residence and the vacation home are eligible for the grant, provided that they are legally established residences and the electricity bill of the property shows a Residential Tariff. However, note that only one APPLICATION can be submitted per beneficiary.

10. Why are new residences not subsidized?

Grant Schemes should be treated as incentives for implementing specific investments (which might not otherwise be realized) and not as allowances or gifts. Therefore, investments for which there is a legal obligation to be implemented cannot be subsidized.

Since 2007, the implementation of energy saving investments in new homes (including roof insulation) is mandatory by law. Therefore, the Grant Scheme provides that only existing dwellings, where the application for a building permit or planning permission for the dwelling was submitted before 21.12.2007, are eligible for the installation of roof insulation.

11.  During the submission of the APPLICATION, I forgot to attach some documents or attached the wrong ones. What can I do? 

After the final submission of the application, any modification or submission of additional documents is not accepted. If these documents are necessary for the evaluation of the application, they will be requested by the evaluator during the assessment of the application.
